Chipton-Ross is seeking a Federal Estimator/Project Manager for a direct hire opportunity in Indianapolis, IN.
SUMMARY:
Our client is committed to expanding their federal government contracts, primarily as a prime contractor for USACE jobs. They manage construction while providing key personnel, such as Quality Control Managers and Site Safety Health Officers, on-site. They are seeking a motivated and detail-oriented Federal Estimator/Project Manager to focus on United States Army Corps of Engineers (USACE) projects. In this dual role, you'll be responsible for identifying qualified subcontractors, submitting competitive proposals, and managing awarded projects. RESPONSIBILITIES:
- Estimate and Bid Preparation: Develop and submit competitive bids for federal government contracts, with a primary focus on USACE solicitations.
- Identify and vet potential opportunities for bid using industry specific software.
- Collaborate with subcontractors to ensure accurate and comprehensive bid submissions.
- Use Excel, including pivot tables, for cost analysis, estimates, and tracking.
- Subcontractor Management: Identify, engage, and communicate effectively with subcontractors to ensure timely and competitive bids.
- Negotiate pricing and contracts with subcontractors to meet project requirements and deadlines.
- Project Management: Oversee the successful execution of awarded projects, ensuring they are completed on time, within scope, and according to federal requirements.
- Lead project coordination from pre-construction through completion, acting as the primary point of contact between subcontractors, the client, and internal stakeholders.
- Compliance and Quality Control: Ensure compliance with federal regulations, especially USACE standards, and oversee on-site Quality Control Managers (QCM) and Site Safety Health Officers (SSHO) during project execution.
REQUIREMENTS:
- Ambitious and Results-Oriented: Self-starter with a high degree of initiative and ambition to drive success in a fast-paced environment.
- Analytical Expertise: Proficient in Excel, including advanced features like pivot tables, to accurately estimate costs and manage project budgets.
- Construction Management & Estimating Experience: Previous experience in construction management and cost estimating is essential, with federal contracting experience preferred.
- Effective Communication: Strong verbal and written communication skills, with the ability to manage subcontractor relationships and interact with key stakeholders.
- Attention to Detail: Accuracy in preparing bids, budgets, and project timelines is critical to success.
- Project Management: Experience managing projects from initiation through completion, with a focus on federal construction contracts.
- Preferred Qualifications
- Previous experience with USACE solicitations and an understanding of USACE-specific contract requirements.
- Familiarity with federal bidding platforms and regulations.
- Experience in construction management, preferably on large-scale federal or public sector projects.
EDUCATION:
Relevant Bachelor's Degree required. Education must be accredited.
